Vent Mach and Port Noise - the same thing?

In winISD when i change the number of vents and/or vent diameter the vent mach changes, i know vent mach is supposed to be low or else the port will whistle. But is vent mach the same as port noise? and if so should i build a box with more/wider ports to lower vent mach or is it a waste of time?
 
In building a box some science is implied if you want built your own custom box try to Google it there is some software that you can plug just the specifications of your subs and it will give you the size of the box and the vent. the problem that you are running right know is because your box is not the right one for your sub. or you can go to best buy they have a rally good boxes that you can use with out any problem like you are having know.
