Vents on second floor don't have much air coming out?

My AC/heat seems to work fine and we have the unit serviced regularly. Why do my 2nd story vents not have much airflow? I would assume a slight difference between the 1st and 2nd floor is normal, but I can barely feel any air, which is resulting in a temp difference between the 1st and 2nd floor? I have adjusted vents, but the flow doesn't get any stronger.
 
Design perhaps, if you have a duct shooting off and supplying 4 vents before it even gets to the upper floors then those upper floors will receive less air. Check for leaks, connections came loose and such. Check if any dampers are partially closed, or perhaps you need to partially close the lower floor ones. Maybe put in a damper to control the flow if none are present.

Close all lower vents, do you get increase on upper floor? If not then you have a duct that came loose or a damper that needs adjusting. Maybe even something down in there blocking it, old shirt a kid pushed into the vent perhaps??

Still cant figure it out then perhaps get up in there and get a look at whats going on. I had an old blackberry with camcorder I didnt care about, so taped it onto a spatula and used a long string and sent it on down to video tape my ducts, found out within one of the walls my ducting was not connected, so I can see your frustrations, but perhaps your situation is not as severe.
