Verizon Smartphones and Data Plans?

I am considering getting a smartphone from Verizon since I have an upgrade coming up.

I realize that I have to pay the mandatory $30 data plan every month, but heres the question:

lets say the data plan becomes too much of a hassle and I cannot afford it now. Can I switch back to my older phone at the end of the billing cycle and not have to pay data or a termination fee?

If yes, could I also switch back if there was a time that I could afford to pay for it?

I'm not considering doing this, but it may end up being an option. I need a reliable phone that is not going to give out on me or feel like I settled for it, like I did last time. My last phone turned on in my pocket and drained the battery before I could use it, it downloaded apps without my consent, and it went on the internet without my consent, and it ended up costing more per month.

I did not mean to say I can't afford it from the get-go in the first part of the question. I mean hypothetically.
