I think you're confused here. I'm almost positive that you misread the results and/or made a typographical error.
The speed test probably said that your speed was 101Kbps. This means 101Kilobits per second.
uTorrent does NOT measure speed in bits or kilobits; the speed displayed in the corner of the uTorrent window is measured in bytes (B) and kilobytes (KB).
8bits (b) = 1byte (B).
Therefore, a speed of 101Kbps would give you a maximum downstream bandwidth of 12.625KB/sec.
Therefore, there is no problem, since you're downloading at 10KB/sec which is very close to your maximum download speed.
EDIT: What client are you using? If you're using uTorrent 1.8 or lower, then you won't be able to do the following.
If using uTorrent 1.8.1 or 1.8.2 set bt.trans_disposition to a value of 3 to restrict your peers to only uTP enabled clients (effectively reducing the swarm to uTorrent 1.8 and higher and Bittorrent 6.12)
If using uTorrent 1.9 beta, preferential treatment to uTP clients is enabled by default.
Also make sure that you're not using a banned client. Even though uTorrent is a very well-liked client by tracker admins, there are still many versions that are often banned. Some common versions that are NOT banned are the following:
1.6.1
1.7.7
1.8.1
1.8.2
If using any other version, even the 1.8.3 beta or 1.9 beta, you may still be banned and not even realise it if you're using DHT.
Another step to take if you're on public tracker would be to simply add more trackers to the torrent.
Before I spend a lot of time on this, however, I would appreciate it if you told me what you've already done so that I don't end up wasting both of our time. If you haven't tried the above, give them a try. If you already have, get back to me on that and anything else you've done.
