VW Jetta block heater, can't find where to plug in cord!?

I have a 2000 VW jetta, regular fuel NOT diesel. And it has a very hard time starting in the winter. Like taking two tries to start when its only +1 Celsius out! I've taken it into two mechanics including a VW dealership who told me it starts fine and can't find anything wrong with it. But when i was having my oil changed over the summer, the man at mr. lube asked me if i had a hard time starting my car in the winter, because he'd noticed that i had a cord unplugged, and recommended i get someone to plug it in before it got cold.

The problem is, the block heater is plugged in properly, and there appears to be an extra cord from the block heater, that isn't connected to anything. My guess is that it should be plugged in somewhere! BUT WHERE?? possibly an oil pan heater? If the block heater came from a diesel jetta and was installed after? That is the only thing i can think of! Any ideas on where it would go would be greatly appreciated!!
