Was the UK first with clean air restrictions?

I have to write a paper, and I'm trying to find a topic with automotive industry in it. I was wondering, was the UK the first with the most specific clean air laws? From what I know they charge you a lot in taxes and other things to keep from having a lot of drivers so they have cleaner air? Can anyone keep going with this idea? Or were they following someone else? It's hard trying to figure out who was first with laws like this.
