what all do i need to build a go kart?

i have all the tools. i just want to know what all do i have to have to build a go kart? i want to build one that kinda looks like a racing go kart but i need to know what i need to make my spare lawnmower engine into a go-kart. it's horizonal but i can run it sideways and it works. im not sure if it has a throttle and if it does idk where its at. can someone help me. remember main question is what do i have to have to build a fully functional go-kart?
