We have some new neighbors that are CONSTANTLY in and out of their car. All day, all night. They duck down like they are hiding something. They are smoking something. By their appearance I would guess they are crack heads but is there some reason they would smoke in the car verses the apartment? They are the only ones living there. I don't get it but would like to know if I should stay alert. If they are crack heads I don;t want them here and will tell the landlord. I don't really care if they are doing something harmless but crack heads are bad news.
