What are the consequences of downloading music and movies on the Internet?

What are the laws about stealing music or movies on the Internet? Who catches these people and how do they choose who to arrest? What are the consequences? If someone gets fined, won't they be pissed off and say why did they choose me and not some other person who downloads? I don't think the downloader should get into any trouble because if it's available on the internet, why not download the music or movies you want? What are your opinions about downloading music or movies on the Internet?
 
I say if its out there its mine. When they can stop all the child pornography, then they have the right to stop me downloading a few songs a month.
 
If they catch you, they don't arrest you. They sue you for tens of thousands of dollars. And they win - every single time.

Why should recording companies put out music - any music - if they aren't going to get paid for it?
 
Almost everyone I know downloads music and movies illegally. They should go after the people who are providing the downloads. There are wayyy more downloaders than uploaders. I sometimes do if I'm only looking for a particular song that for some reason isn't on iTunes but if I like an artist I'll buy their album. They deserve to get paid for their work.
