What can be done to stop the epidemic of child kidnappings? Another one this week...

...in my city.? Today I was saddened to hear of a baby kidnapping of which my friend witnessed the aftermath. A not yet two year-old boy was stolen from in front of the his parent's small store. My friend saw the mother crying inconsolably and noticed that the family had placed flyers offering a large reward for return of their baby.

I was shocked to learn that China has NO death penalty applied to such crimes, and that it is NOT against the law to buy stolen children. The kidnappings are often not reported or investigated by police unless the parents are wealthy. Police often do not want to open cases that would make their crime statistics look bad and reduce their annual bonuses. When families of missing children have demanded action, they were abused by authorities.

These are unacceptable behavior norms in a country that prides itself on 5,000 years of "civilization".
