What do u think of "Saito"? (Rourin Kenshin/Samurai x Anime)?

Saito is really one of the amazing characters in the anime but do u think that he is evil or a good guy, or he just hide his true identity behind his evil face, do u think that he is a little bit funny or he isn't that funny, i just wanna know ur opinion about him.

(but he is a good guys isnt he?)
