Get down on his level and explain to him that's something that's only meant to be done when alone. Obviously, in 2 year old language for him to understand it. I say to only try to explain once he starts doing it inappropriately because there's a good chance he won't understand what you're talking about if, just out of the blue, you say "it's not okay to touch yourself in public."
