What do YOU think is causing this?

I was just watching one of my horse DVDs and it was Havens Schatt and this horse who when she would ask him to canter he would jump into the next gait. It wasn't because he was paying attention to her leg, no not that kind of forward. But a jump forward.
I am curious to know what you guys think about this and what you think is causing him to do this?

My personal theories:
-He isn't strong enough in his quarters to push off into the next gait.
-He isn't truly in a frame and is having to shift his weight back by picking the front half of his body up to get the weight back to make the transition.
-He isn't in a collected enough frame to have enough weight back to make the transition.

I don't know what do you guys think?

By the way: He is 8 and has been well broken and shown. He is wearing a rubber band neck stretcher.
