What does the CPU usage Gadget on my labtop do exactly?

its on my windows7 it has 2 meters one staying at 38% the other switching randomly. WHY
 
it tells you how much percentage of your processor you are using. you very RARELY use ALL of it. what you are seeing is perfectly normal.
