What hardware makes internet browsing slow?

I have an old Dell 4300S that I am messing around with and want to use it for searching for articles and downloading pdf's. Maybe some word processing, but nothing crazy.

The specs are:

Intel P4 1.4GHZ Processor
756 mb RAM
16 Mb Video Card
10/100 Network Card

There is no spyware or tons of software slowing things down as it is a fresh install of XP.

My question is what can make browsing faster? Faster CPU (2.0 GHZ)? Better network card (10/100/1000)? Better video card (156 MB)?

The best answer would be the network card as that directly controls how fast or slow data is sent/recieved on your PC.

However, going out and buying a new 1000mb (gigabit) network card won't do anything on normal dsl/cable internet connections...
