What is a delicious way to cook tender, flavorful beef ribs in the oven?

Prep, marinade, cook time is not an issue. I am just looking for a good method of preparing and cooking tender, flavorful beef ribs. And yeah, they gotta be beef; my wife doesn't like pork too well.
BTW, not looking for grill recipes and methods right now.
