well what does calling someone i rookie mean because they don't use the word where i'm from

It means somebody who is new to his/her job or position, especially if s/he has never done this kind of work before, or not at this level.
Some people don't like to be called "rookie" because it might imply that they haven't learned the job very well yet. But some rookies, if they are especially talented or trained, are highly sought after.

It used to normally apply to new police officiers, now to anyone new at a job or situation.
