What is the process of buying an 3G 16GB iphone for someone outside the country?

i live in the usa. my cousin live in cambodia and is sending me money to buy her an iphone because it cheaper here. she want a lock phone. does anyone know what the process of buying the iphone? do i buy it at apple or at&t? and what is a lock phone? i dont know anything about cell phones.
