I remember seeing this many many years ago.Has something to do with a big clock that chimed to let santa know to come to the town but a mouse who lives in it does something to break it because he doesn't believe in santa then he feels bad because he ruined it for everyone else and is able to fix it so santa can come.Sorry if it's vague but it has been many many many years since I seen it.It is not " santa Claus is coming to town" or " A year without a Santa Claus" watched those last night.
