What is this part on a 1995 Ford Explorer?

Hello...

My wife was driving my old 1995 Ford Explorer XLT (V6). She called me up to tell me that something was wrong. She was hearing a weird noise...and it was difficult to turn the steering wheel.

I met her in a parking lot and switched vehicles. The power steering seemed to have been gone, but I was able to drive the vehicle home. Like my wife, I heard a weird noise.

When I got home, I opened the hood. I noticed that this part was lodged somewhere.

It looks like it would should have been attached with some sort of belt. I looked up the timing belt in my Haynes guide, but it seems that the '95 Ford Explorer has a timing CHAIN.

Any ideas about what has happened to this vehicle?

I am trying to figure out how to fix the vehicle. I am going to check the fluids...and cap them. I just need to know what this is...before I decide whether or not to take the vehicle to a mechanic. If it is something simple, I might be able to fix it myself.

well its a pulley of some kind prob tensioner pulley biggest prob is it looks like it snapped right off cause i do not see any bolts for holes or anything
