What should I do to help this dog?

My friend's neighbor has this golden retriever that they don't really take care of it. They place the dog outside their balcony despite there is a really unhealthy haze in my country and even during rainy days when the dog cry they don't even brings it in. There is a small shelter but it doesn't covers the whole balcony which may flood the area. I don't wish to call SPCA because they will put it to sleep ): any idea?
