What should my insurance settlement check be, should i get a lawyer?

i was recently in a auto accident. my car insurance is allstate. i was not at fault and the other driver was cited at the accident for their driving. i was wondering how they calculate settlement checks? what can i expect back from them? i have heard that they take the amount of your treatment (ambulance, hospital, doctor, physical therapist, chiropractor ect.) and use that as a scale on which they calculate your payment. is that true?

my boyfriend was offered 500... he said that was unacceptable... they offered 700... he received 4000 with his last accident

also what is the best way to get a fair amount? if they are only willing to offer under 1000 should i get a lawyer?
