Today as I was having lunch in the coffee shop at my local supermarket, I noticed a beautiful little staffie tied up on the railings right outside the window. I thought that its owners would surely be along any minute and take it home after doing their shopping. However, time passed and nobody came for it, and the poor little thing was shivering from the cold (it's very very cold here at the moment) and obviously becoming very distressed. I mentioned this to my mother (who works at the supermarket) and she said she's seen it there at the same time for quite a few days lately - at least for the past week, and from what we can gather it gets left there for quite a while at a time - sometimes over two hours. I am very worried for this poor dog, as it was clearly very cold and distressed. I informed customer services that it was out there and obviously cold and upset, but they didn't seem to do anything, and my mum said it was still there over an hour later.
If it's there again tomorrow, should I inform the RSPCA (I'm in England)? I don't like the thought of the poor little thing being left outside for hours and getting cold and lonely and frightened.
