what to do about whining puppy?

I just got 2 puppies a few days ago (one I knew I was keeping, the other was more of a provisional thing to see if I could deal with two and if they got along). They would always sleep/snuggle with each other but would have really bad times of rough playing (enough where they were biting each other and I would hear yelps...the one I was keeping would always end up running back into the back of the crate shaking). I decided that they didnt get along as well as I thought (I'm sure most of it was just puppy play, but it scared me to hear the high pitched yelps for 30 minutes at a time). I also quickly realized that one puppy was enough responsibility. Well, ever since I turned the other one back in, the one I kept has been whining and barking nonstop and wont eat. She was smaller and more timid than the other one was, and usually would eat once the other started, liked to follow her lead, etc. What she hates most is being in the crate. I guess it was a bad idea to do a test run with two because I think she got used to the other one and is now freaked out that she's not here. And like I said, she hasn't ate or drank since the other one left when she didnt have a problem before (just waited for the other one too first). Do you have any suggestions? I live in an apartment as well and really dont want to anger the neighbors with her constant crying but I dont want her sleeping on my bed either...ahh any advice would be appreciated
I play with her like crazy, but even playing with her she starts whining/crying when she didnt before..so like I said I think she is confused why the other isnt there playing as well. The only time she stops crying or barking is if she sits/sleeps on my lap or pretty close to me...but like I said I dont want her to sleep in my bed because shes not potty trained so I dont want her barking the entire night.
