What won't T-mobile get the iphone 5?

Now that the technology is compatible, I don't understand why t-mobile can't have the iphone? If AT&T, Sprint, Verizon, and even regional companies have it. Whether you like Apple or not, it is evident t-mobile is losing costumers quickly. We've been waiting forEVER. Can someone please explain this to me? Is it t-mobile that doesn't want it? Or is it Apple that won't give it to them?
 
Apple probably wanted too much for T-Mobile to sell the iPhone, so it is a combination of T-Mobile not wanting to live up to Apples blackmail and Apple saying fine then you will not get it at all.
