Whats up with my budgie?

My budgie seems happy and all but when you go up to talk to her she will open up her mouth and stick her tounge out but wont chirp. Is this natural? And why does she do this?
Well of course I fed and gave it water I'm not neglectful.

i Guess its just her way of communicating with you, if you go to a breeder and look at a flock of budgies you will see them doing it to each other

Have you fed it and water it?

Or try feeding it some fruits like apples and tell it what it is.

Or if you want to know what my bird does, is it 'enjoying' itself on certain parts of the cage?

How old is your budgie? If its young it might want to be fed... and by that I mean hand fed with formula.

Maybe she's trying to talk

Budgies/parakeets can learn to talk.
I had one that said a few things before!
