What's with my heater vents?

I have a 3 bedroom apt and there are 2 vents in most every room, one that blows the heat out of the attic into my apt and then there are several that pull the air back in, doesn't this defeat the purpose? Can I seal off the vents that are just taking my heat and pumping it into the attic?
TO CLARIFY, MY FURNACE IS IN THE ATTIC IN THIS APARTMENT BUILDING I LIVE IN, STUPIDEST THING I'VE EVER HEARD OF, SOME OF MY VENTS YOU CAN SEE CLEAR UP TO THE ATTIC, SOME HAVE A LITTLE FAN IN THEM AND YOU CAN STILL SEE INTO THE ATTIC, OTHERS JUST SUCK AIR IN, IN MY 3 BEDROOM APT I MAYBE HAVE 3 VENTS THAT ACTUALLY PUSH HOT AIR FROM THE FURNACE ALL THE OTHERS DO NOTHING, IF I CLOSE THEM OFF IS THIS BAD?
 
The heat is Not coming from the attic, it,s ceiling vents
IF it Ain,t broke Don,t fix it !
 
A furnace use supply air and return air to operate. If you close off the return air it will overheat your furnace and possible start a fire.
You might have the repair man make sure 1 of the heat runs are not disconnected if you are having heating problems.


No do not cover.....
