When are they going to close the vents on the oil cap over the blow out preventer?

I thought they said a long time ago that there were vents on the cap that BP would have to close...slowly...so that all the oil coming out of the BOP could be eventually be kept from escaping. They said it would have to be done slowly to prevent it from freezing up with hydrates (like what happened with the Top Hat). Just wondering -- has anyone heard when/if they're still going to do that? The damn thing has been on (and off again once) for weeks.
