When Roger Clemmons says, "Let me be clear, I have never taken steriods."...?

... does that mean, "I have totally taken tons of steroids."

Doesn't it seem like every time anybody says 'let me be clear', the next thing they say is always a great big fat gigantic lie everybody on the planet knows is a great big fat gigantic lie?

Wouldn't a lie be more plausible if you just told your lie then shut your pie hole and didn't draw all that attention to it first? Why do they always have to dress up their lies with ostentatious sentimental embellishments? Why doesn't anybody know how to tell a decent lie any more?
 
It is common for people to say the opposite of what they mean. A mental defect many humans share.
