yah I started at 18 months with my first, by 2 he was fully trained.
Now at 3 years old he can make his point known loud and clear when he needs to go, he had full control of his muscles way before 3 years old, best to do it before they like the feel of the diapers.
The anal sphincters (muscles in the anus) dont develop until later around 3 years old or so. In the beginning a child should use diapers and after they learn to walk you should wait it out for a while. Once it seems the child develops these muscles for controlling and can actually "hold" in their feces, you should introduce the potty seat and teach them that the toilet is to release their wastes-not in diapers or anywhere they wish.
i would say start as soon as possible, from past experiences with other kids, it seems like boys are harder to potty train than girls are. if your child is a boy i would suggest you start as early as possible, even just introducing the potty seat, but then again some kids will get used to it and start using it when they are ready, but that's all up to them
I would go ahead and put the potty chair in the bathroom and begin talking to your child about it. there are lots of potty books that you can read to them. Let them in the bathroom when you go. When they are ready, they will start to show an interest and you will be all set.

I don't know anything about rectum muscles lol, but different kids are ready at different times. If it is a girl you may start earlier, or if she reached other mild stones early. Is she taking off her diaper? Trying to climb on a potty? You may consider putting her a pull up during the day then after she eats put her on potty chair and read her a book or play. If she doesn't want to sit for a few minutes then I would back off and give it some time. I started my three when they began following me in the bathroom, and wanted to flush the potty. My oldest was fully trained by age 2 and we started training wen he was 15 months, our second son was a bit stubborn we started at 2 and he didn't fully train until age 3. Our youngest is 2 and a half and he only wears pull ups at night.
