When to tell a potential new manager that you will be needing time off in the future?

A friend/co-worker of mine is considering applying for a different position within our same company. At the moment her father is ill and if the worst happens she may need some time off, she said a few weeks or more. When would be the best time to tall the hiring manager about this and make him aware of the situation and the possibility of an extended leave? Is it mandatory that she say anything at all prior to being hired?
