Where can I access the Xvid settings on Vista?

I was told it should be under Start>All Programs but I can't find it.
Tried searching already... Vista is terrible at searching. Still haven't found it.

type Xvid in the search bar and you should see it

Vista is excellent at searching, just make sure your index settings are set correctly. If it didn't come up with search, then download Vista codec pack and install
