where can i watch naruto shippuden movie 4 ?

You can try youtube, it would be in fragments if they had it (divided into 10 minute parts probably...) but they usually have that type of stuff on there the week its released
 
Sorry, it's not out yet anywhere on the internet. It has not been released on DVD in Japan where fan-subbers fan-sub it. And Viz Media didn't dub the Movie yet.
The movie was released in Japan on July 31, 2010. The DVD is scheduled to be released next year, and fan-subbers can sub it. Viz Media, the dubbing company for Naruto, will most likely sub it in 1 to 2 years.
