Where is the fuse box under the hood of truck supposed to be grounded at?

started with problem starting truck. Replaced battery, starter, all cables. I think problem is in fuse box terminal under hood.
 
Fuses protect the power source of a circuit.

Fuse boxes are NOT grounded.

I think you need a new diagnostician for your truck.
 
The whole thing is grounded with a strap from the engine to the body.

The fuse box, interrupts the current on the POSITIVE side, all the wires are positive that are being fused. The box or container itself is grounded through the screws that connect the box to the car body. To be safe, there should be very little of the box itself that will transmit electricity since it handles hot wires.
