Which bit should I use to drive my Welsh Pony?

He is a 11.2 Welsh Section A, who has a very soft and responsive mouth when being ridden.

Have started breaking him to harness and the 'Stop' command seems to take longer to reach his brain! he does stop but you have to be a lot stronger on his mouth than I'd like.

He's currently in a bog standard Egbert Snaffle (and only has a 3.5 inch mouth!)
 
If he has a responsive mouth then the Snaffle should be working, I say go a little more direct and either use D ring or if he is still being stubborn try a twisted snaffle.
