who do you complain to about neighbours' trees?

Neighbour's sycamore trees cast shade all over garden, litter a huge amount of leaves in autumn and seedlings set everywhere. There is also a lot of sticky rain from aphid secretions which gets on everything/clothes on washing line etc. The neighbour is not willing to have them cut down and relations are not good. Is there anything I can do?
 
I'm not very experienced in this sort of thing but you could try going to your local council to ask them to talk to your neighbour? If it gets bad i think you are allowed to ask for legal help.

First you need to talk to your neighbor which you already have and then if that doesn't work you may need to see a mediator who can help you work together with your neighbor to settle the dispute.
 
Twisted is correct but he forgot to say that you have to throw the cut off branches back into your neighbour's garden because they are their property.
 
Best to talk to your neighbour - otherwise Twisted has the best answer !
