Who in woman's pop culture invented this spandex and boot trend?

I must say that as a conservative fashion person, I very much like this new college gals' fashion trend much more than the preceding trend of lookin' hoochie by showing as much skin as possible. But I continue to be curious of where this trend started. It had to be someone in woman's pop culture.

Anyone know?

Leggings and tights are NOT pants. They are leggings. They are meant to be worn underneath a skirt or dress, not as the primary garment. Most people do not have the body type to sport such an unforgiving material as spandex, and these are really just an excuse to not wear pants. Essentially walking around in long-johns.
 
Like all trends, it probably originated off the major fashion runways in europe, and eventually trickled down to the average college-aged woman in America or whatever country. I'm sure certain celebrities helped spread the trend, but no one person started it.
