Who is actually Shisui Uchiha?

He is itachis cousin and was a major rival to itachi like how sasuke and naruto are now.
He was also a genjutsu user and I am guessing by killing shisui was how itachi learned his genjutsu techniques because he could only give sasuke ameratsu.
 
He was one of the most talented ninja of the Uchiha clan,and was bestfriend(but much more like a brother) to Itachi Uchiha.He was later found drowned in a river when Konoha Military Police instructed him to watch over Itachi when he started to act strange.Though it appears to be suicide,the police suspected that Itachi killed him by using his Sharingan to make a fake suicide note..and later on Itachi confirmed to have murdered him.
