Even after Fedors big win over Tim Sylvia I still believe the #1 pound for pound fighter in the world is clear.

#1. Anderson Silva - Needs no reasoning

#2. Fedor Emelianenko - The Best Heavyweight. Only lost once because of a cut. Won past 9 with the record of 28-1. I dont put him at #1 because the lack of competition at the heavyweight division

#3. Urijah Faber - simply a beast underratted for fighting in the WEC. Won past 13 with the record of 20-1

#4. Georges St. Pierre - Destorys the competition. With only 2 loses. Which he turned around and beat the same guys. Record of 16-2

#5. B.J. Penn - After dropping to the Lightweight division. Penn could not be stopped
 
Fedor is universially regarded as the best in and out of the sport. Combined that with Silva's short reign compared to Fedor, you have to give the nod to Fedor over Silva.
