I worded it like that, because it makes them sound super epic, also hint, if you don't know who these two people are, then you probably won't be able to make an informed decision. I think the Doctor, would find some way to level the playing field, and then he would win, because he is that awesome. So my vote is The Last son of Gallifrey.
In this scenario, Clark's powers are more like in the cartoon, then in the new movie so he can only move as fast as a bullet, fly, can lift a bridge, not much more than that. Back when he had limits.
