Whose fault is it that the iPad won't turn on?

Ok so anyways.. I was at the airport and my dad said I could borrow his iPad (mine was in the suitcase) so anyways.. I turned it on. Then I decided to switch the language to Croatian. I look back down a minute later after it should be done loading, and the screen is black and the iPad will not turn on, so I assume that it is dead and needs to be charged. So anyways, we get back home, and we plug it in, and it will not charge. The screen is just black.

So anyways.. I'm just wondering.. PRIMARILY whose responsibility is it that the iPad is not working at the moment. I personally think it is the manufacturer's responsibility, because you don't release an iPad so that if you change the language it breaks! Oh and bonus points if you can pitch a solution. Thanks :)

It may be the manufacturers fault and I you have a warranty on it still you should be able to get it fixed/replaced. So if you have a warranty on it still I would take it to an apple store but if not search google for solutions.
