Why are puddles scary?

My new horse is pretty calm about most things and when she is spooked she generally reacts quite well and gets over it quickly. For example: there is a mirror in the arena and the reflection made her start a bit at first, but then she went to check it out and is fine with it. And today the wind blew a piece of tape around and she stopped dead for a second until she saw what it was.

However, puddles of water are SCARY! She is getting better, but at first she really didn't even want to go near them. I have only had her a week and have written to the previous owners to find out if she had a bad experience with water, but haven't heard back yet.

Anyway, I am just wondering if there was something inherently frightening about water puddles that might explain her hesitation. As I said, she is getting better but I do plan to do some eventing with her and want to know if there is anything special I should do to prepare her for water obstacles or streams on a trail or anything like that.
