Why are there ultimate rares in packs like Ancient Prophecy(yugioh)?

I got an ultimate rare called ancient sacred wyvern in an ancient prophecy booster pack,but it said the that the booster pack contained common up to secret rare.Is it just secret or are there uncounted cards in every set?
