Why did he always laugh at me?

This guy used to laugh at me all the time. He would just look at me with his friends and laugh. I, of course hated his guts and he knew this. He would talk to his friends then look over an laugh. To me, he was being a douche, but I'd like some other opinions. We're now senors in high school and he hasn't done this for a while now.
