John McCain an avowed technophobe(1) receives the most Internet provider contributions of any Senator. So, I would say that the language of the bill was written by the Internet providers and all he did was sponsor the bill. This is the third time that I know of that Time Warner, AT&T and ten other major ISP's have tried to have this bill passed. I find it funny that they chose John McCain, who by his own words during the campaign in 2008 admitted that he could not even turn on a computer, as the Sponsor of their bill.
