Why do Blu-Ray discs have every language except Japanese?

Blu-Ray discs in the USA have almost every major language except Japanese. My wife is Japanese and we are wondering if they will eventually include this in future movie releases or do we just have to buy the Japanese release. USA and Japan are the same region.
