Why do I sometimes pick up signals from radio on my computer?

It's really weird. i don't know if it's radio or what. But when I turn my speakers up real loud, there's these sounds that sound like people talking softly in another language.. it's wicked creepy.
 
does this to mine as well, i always know when a taxi or police are near by lol
 
many cheap pc speakers, as well as many other electronic devices accept interference (an FCC rule!) so, some times certain radio frequencies interfere with our equipments with those results... annoying indeed!
