Why do rookie cops just want to pull everyone over for everything?

for stupid reasons then even lie about it, to the point you can usually tell that their rookies. Are they just overly excited about their job, on a power trip or are they just trying to climb their rank faster. I felt like I was getting lied to by a 4 year old, it was soo innocent, kind of like he did it just so he could feel more important, but ofcourse that failed.
