Why do some Illiberals want to legalize marijuana- while banning tobacco-smoking?

Ok, there are four possible combinations of opinions, and I understand (if don't share) the reasoning behind three of them:

1. Ban both kinds of smoking -- it is bad for one's health and the government knows better, what's good for you.
2. Legalize both -- a free man ought to be able to injure himself in any way he pleases (this happens to be my own -- libertarian -- view).
3. Keep tobacco legal and marijuana illegal -- tobacco is a short-term stimulant, so younger workers are slightly more productive, yet they tend to die quicker after retirement -- this is beneficial to the society at large as less is spent on the pensions, etc.
4. Ban tobacco while legalizing marijuana -- this view I don't understand AT ALL... Can anyone explain?
