I don't have a problem with sight, but I usually do with smell. Although, I have heard women say men can smell pretty bad down there too.
I have never, ever, ever once in my entire life heard a WOMAN say that she thought her private parts were ugly. And I have been living for a really long time. Quit projecting your own ideas on to women. It's not them that thinks this. It is you.
edit - if a woman always smells down there, it's likely that she has an infection or it's been a long time since her last shower or bath. If you want to smell nasty - try giving a man a good bj after a long hard day at work. It's stomach turning.
I'm unclear on whether you're referring to mens or womens nether parts but if it's womens, my husband doesn't think my nether parts are ugly at all. He loves my pussy and tells me how beautiful it is all the time. I have nothing to complain about believe me.
If you're referring to men thinking their own nether parts are ugly, my husband does think that the penis in general is ugly but I tell him all the time how much I love his penis. I've never complained about it, I just tell him that it's not ugly at all and heaven knows I desire the hell out of it.

I believe men mostly complain about the smell, not the appearance unless there are roast beef looking flaps (protruding meaty discolored labia minora) or huge clitoral hoods that look like small penises. Otherwise, the vulva is one of the most artistic beautiful things on a woman's body, especially when the labia majora (outer lips) are plump.

If you had meant women thinking that, it would be due to the fact that it rarely comes up in any media, or with any real mention, and there is largely no standard by which to compare, which leads to some insecurity. Additionally, where it does come up, beauty standards (however vague) generally suggest that female genitals should have minimal exterior appearance.
If you had meant men thinking that, it seems to be that beauty is defined as being smooth and sleek. A penis and the accompanying testicles are neither of those. They are bumpy, irregularly shapen bits of anatomy, and current standards of attractiveness are against anything irregular.
